Follow-up Comment #1:

Attached is a changeset that implements the '[XYZ]ticklabelrotation'
properties.  It's not perfect though.  It generally works for rotations of -89
to +89 degrees.  The perfect rotations of 90, 180, 270 cause weird behavior
(an extra +90 is added).  Also, the alignment isn't great with the ticks when
large angles like +89 are used.  There probably needs to be some cleanup of
the 'horizontalalignment' and 'verticalalignment' values.
