When working in the GUI and editor, I constantly get a message asking if I
want to reload my script file. "... Has been modified by another application".
The editor is becoming almost unusable as I get the message every time I click
"Save File and Run", and sometimes in between when editing files.

However the file isn't open anywhere else. It feels like Octave is wrongly
identifying a change to the script file.

If I change the option Editor > File Handling > Reload externally changed
files without prompting, then I occasionally loose edits right as I am typing

This has been happening for a number of releases of octave, though I haven't
gone back to verify if there's a version that this doesn't happen on.

Notably, this only seems to occur when using a network drive. Local C drive
files do not produce this behavior.
