cellfun is part of 2.9.x, in fact looking at http://www.octave.org/cgi-bin/viewcvs.cgi/octave/src/DLD-FUNCTIONS/cellfun.cc?rev=1.2&sortby=date&view=log it has been present since the 2.9.0 tagged version...
