Would it be worthwhile to implement hash-tables in liboctave?  That
way the performance hit needs to be minimal.

That isn't the issue.  The issue is that in
ov-usr-fn.cc(do_multi_index_op) you would need
to push and pop the set of suppressed warnings
on the unwind protect stack for every function
call even though most functions don't need it.
