Octave web pages on gnu.org

I just received a report that most of the links on the archive.html
page at gnu.org are broken.  We knew that, but this means that people
are already finding the Octave pages at gnu.org, so I think we need to
go ahead and make all the links work and then start redirecting
www.octave.org to the new pages at gnu.org.

I can make the changes required for archive.html.  Are there other
links that will need to be fixed?
