You certainly have an account on source-forge under the moniker jwe, and
it is a member of octave-forge. However, I suspect you haven't uploaded
your CVS public key. You have to work via ssh and not pserver to have
write access to the repository.. Try going to the page

http://sourceforge.net/account

after you login to sourceforge and from there you can upload your public
CVS key.
