Cleaning up octave-config [patch]

Hi, 

some variables where deleted on 2006-05-11, but they still appear in
octave-config.in. The attached patch removes them.

Additionally, is it possible to add a new variable:
LOCALAPIARCHLIBDIR
being set to something along 
/usr/lib/octave/site/exec/api-v19/i486-pc-linux-gnu/ ?

Reason for the new variable: if one has two versions of Octave (2.1 and
2.9) and wants to have octave-forge for both versions, the files put in
this directory (aurecord and rasmol.sh) will clash.
