Does Trac have an email gateway?  Ideally any operation that you can
do as a Trac user on the web site you should be able to do by email
and any operation on the website would show up as a message on
address@hidden

That's the way that Roundup works. I have no idea how easy it is to install, but the dual web/email interface is great. Just checked - there is a Debian package. M.
