Cygwin ML report

Hello!!

I threw the slowness issue due to sjlj exception to the cygwin ML.

Brain Dessent answer the question.

Perhaps this issue will be resolved when gcc 4.x.x is adapted to the cygwin.

I will keep my octave binary for cygwin at my web only and not be on the cygwin 
package installer
until the slowness issue will be solved.

By the way, who is the writer of OctaveForWindows in the Octave Wiki
it is obsolate.  The MSVC binary information should be corrected.
I can modify it if I can get the password of the Wiki but it is better to 
modify it by another person
because my ability in English is poor.
