| Generally I think there's no doubt that a bug tracker would be hugely useful.

but that was a year ago and it didn't come to any real conclusion.
There have maybe been some others, but I didn't find them in my quick
search. If you'd like to start another one, feel free.
My requirements are
* it must be possible to do all interaction by email
* it must provide a web display of the pending and recently handled
reports so that people can check on the status of a bug report
* users should not have to create accounts to submit bug reports
* it should be relatively simple to use and maintain (ideally,
someone would volunteer to run it, since I don't really want that job)
* a web interface for submitting bug reports is OK, but not essential
