sqp() missing documentation for additional parameters

I've noticed that sqp() function accepts additional arguments such as
upper and lower bounds, max. iterations and tolerance, which are not
decribed in documentation, but seem to work anyway - so unless they're
undocumented intentionally for some reason, I think manual should
mention them. I'm attaching patch that should add their description to
sqp() documentation string.

Also, this is my first Octave patch, so I hope I got it right and
didn't make any stupid mistakes :)
