Well, Octave is a community project so you should really start with anything that interests you. Some of sources of ideas are the PROJECTS file, which the latest version is always available at
http://hg.savannah.gnu.org/hgweb/octave/file/tip/PROJECTSor some of the wishlist/status messages posted to the maintainers lists have some ideas as well.
