It's the bug tracker originally developed and used by Debian. The GNU
Emacs developers were on search for a mail-based tracker, so Don
Armstrong (debbugs' current main developer) set an instance up for them
for evaluation.

I checked with him that we could use that instance to evaluate debbugs
for Octave (zero setup costs for us). So, there's an octave package in
that system as well:

Personally, I don't think debbugs is the way to go for Octave, though. I
proposed this originally, but there are a lot of things in debbugs that
require learning. And especially with newcomers reporting bugs, that is
not so easy.
