I checked in the following change.

Most of it is whitespace changes.  The real fix is to use

 dval = "\"" substr (dval, 1, l-1) "\"";

instead of

 dval = "\"" + substr (dval, 1, l-1) + "\"";

to concatenate character strings in AWK.
