README.MinGW?

Today I noticed that there are README.MSVC, README.Cygwin but not README.MinGW
in the octave source
trees.
The README.MSVC is out dated and would be better to deleted. (Michael agreed to
delete it.)
I think that README.MinGW is better to be added to the source trees.
