No, but if you need a patch to fix the problem on that system, then I
think it should at least be mentioned in a README file somewhere.

Yes.

Also, I know the README.MSVC file is out of date and there have been
requests to remove it.  But would it be better to update it instead of
just removing it?  Shouldn't we at least tell people why there is no
binary distribution compiled with MSVC now, or where they can go to
look for information about building with MSVC if we don't include that
information directly in the README.MSVC file?
