I didn't take it as a personal attack, so there's nothing to be sorry
about.

Jordi, we already struggle to keep up with the bugs in Debian. We have
several octave-forge packages that have newer versions released which we
haven't packaged yet. We suck at forwarding bugs appropriately or
following up on reported bugs. And it least I haven't sent a patch to
Octave for anything for at least a year.

Do you think this will get *better* with even more bug reports, coming
from packages compiled with different flags, maybe using a different
compiler and different libraries? How many chroots will I have to
install just to be able to get the bug reporter's environment?

Which decision? I don't want Ubuntu's bug report on pkg-octave-devel,
just as most members of octave-maintainers probably do not want to
receive every bug report from Debian's Octave-related packages (or
Fedora's or Suse's, ...). If you think they are helpful, just subscribe
to them privately. Of course, feel free to ask on pkg-octave-devel; if
there's some sort of majority, I won't stay in the way. However, I
reserve the right to filter those mails on my side -- I didn't sign
up for Ubuntu support (thanks Judd, for the expression).
