Hi
both the README and HACKING file on octave repository mention a BUGS
file on the same directory that should explain the recommended
procedure for reporting bugs or contributing patches. However this
file does not exist and I couldn't find it anywhere.
I tried to look on old revisions with hg log -r 'removes(BUGS)' to see
when it had been removed but found nothing.
