Oh: another thing which is missing from the distribution. THE LICENSE.

Rice university has the license at
http://www.caam.rice.edu/software/ARPACK/RiceBSD.txt

Since the source code contains no license headers, please add a COPYING
or LICENSE file to the distribution indicating that arpack-ng is under
the (Rice) BSD license.

At the moment the license of arpack-ng is not specified and thus it is
not eligible for inclusion into Fedora.
