That's strange.  Building 3.6.3 from the release tarball works?
I don't think there have been any changes to the Makefiles since the
3.6.3 release.

Instead of adding -lgfortran, I think the right thing to do is to add
$(FLIBS) in the LIBOCTAVE_LINK_DEPS list in liboctave/link-deps.mk.
But I'm surprised this problem is just showing up now.
