'copyfile' is a function from the file
X:\Octave\Octave-3.8.0\share\octave\3.8.0\m\miscellaneous\copyfile.m

(and it opens in the editor when I double-click on it)

so why does it live in a private/ subdir on your box?

The two files that do live in miscellaneous/private open fine in the editor
as well when double-clicked.
