I’ve made up my mind about applying for the GSoC not long ago, so it is a bit late to interact “well before” the deadline. Anyway I've tried to get involved lately with a couple of quick bug fixes, but other experienced developers have been quicker than me in getting rid of them. :) I have just submitted a patch, too. It adds some of the missing functions listed here.


In terms of your specific interests:

1) Incomplete sparse factorizations : see http://wiki.octave.org/Summer_of_Code_Project_Ideas#Incomplete_sparse_factorizations_ichol.2C_ilu for the current status and contact information to find out more. 
2) FEM: see http://wiki.octave.org/Fem-fenics and http://wiki.octave.org/Summer_of_Code_Project_Ideas#General_purpose_Finite_Element_library for what has been done and what some of the remaining problems are

If you get stymied during your explorations, don't hesitate to ask for help here or on IRC.
