AFAIK the windows installers ask if the user wants to run Octave and read
the README; both options are ticked by default.
So an MXE readme would be a first place to mention such info.
Perhaps the "regular" NEWS file could have a section devoted to the
mxe-octave Windows installer that is only active or copied in when run on
Windows. I have no idea how to get this together.
