That's probably because we pass "CXXFLAGS='--std=gnu++0x' LIBS=-lmsvcr100" to
configure in icu4c.mk.
Oh, I didn't know. John D Might know why that was done.
Can we omit setting these variables?
I'll try to build without those options.
