Details:

Gnome Software (and other GUI package managers) uses metainfo.xml files to
link pkgs as "Add-ons", in this case to GNU Octave.

Here is a patch to add such a file.

I think the file should just be included in the released .tar.gz like
DESCRIPTION, NEWS, etc.  But I didn't see a Makefile that actually creates the
tarball.  I wasn't sure if I should add it here or not:

PKG_FILES = COPYING DESCRIPTION INDEX $(wildcard src/*) $(wildcard inst/*) \
        doc/odepkg.pdf doc/Makefile $(wildcard doc/*.texi)

(so I did not).
