[Octave-patch-tracker] [patch #9003] Add statistical distributions to package 'statistics'

Follow-up Comment #1, patch #9003 (project octave):

Thank you for the contributions. However,some of the functions, for example
gev* and rayl*, are already implemented in the Statistics package [1]. If you
can base your patch on the current development version [2], it will be easier
to add in the new functions.
