About the comment #14:

octave-forge.css is very specific. 

We could copy the file:
http://www.gnu.org/software/octave/octave.css 
and paste it to directory:
http://octave.sourceforge.net/

and to use:
../../octave.css
All the reference manuals of documentation of OF packages are designed to be
seen  online. Making a reference link ../../octave.css no will change this
fact.
It is no different to the references of files: download.png, fixed.js,
manual.png , etc.
And this consideration give us the possibility of to have a off-line version
of the same documentation, when copying  the files
