Follow-up Comment #5, patch #10022 (project octave):

Aren't there ready-baked formulas Out There? Someone / several people must
have thought about it, not just The Mathworks.

I suspect that the Boost library and/or the Proj library have these functions.
But then we'd have to create an .oct file. Not the hardest thing to do, I've
worked at those for the rasterread functions and for cell2sv/csv2cell in the
io package. But that needs a bit more more work.
