No, but there is a workaround. Create this file:

#!/bin/sh
gpg --clearsign <$* >/tmp/gpg-sign-temp.txt
mv -f /tmp/gpg-sign-temp.txt $*

chmod 755
and then set Pan's editor (Edit > Preferences > Apps & Mail > Editor) to
point to that file.
Now, when you are done typing a message, before clicking 'Send Now' (or
'Send Later') click 'Editor' and the message will be signed.
