No, no file locations have changed since the last release.
Downgrading isn't going to help anything because 0.14.1 will be coming RSN.
When you start 0.14.0.95 does Pan give you the new user wizard, or go
straight into Pan? If the latter, it's at least finding your
profiles.xml file.
