Although this may be not quite what you want to do, you may be able to
identify the exact problem by doing a little tweaking with the time
settings.
I, and probably many others, use the system time set to local instead of
GMT.
If you try changing that on your system and see if PAN then posts with the
proper time it would be concrete information that Charles can use to
find/fix the bug.
rebooting & changing the bios clock to real time
and chcking /etc/sysconfig/clock
ARC=false
UTC=false
ZONE=Pacific/Auckland

so the system settings make no difference, pan on this system at least is
taking the actual local time and reporting it incorrectly.
