At this time PAN does not natively support bandwidth shaping. There are a number of Linux tools to do this however. I personally use shaping on my DD-WRT router but if you want to only do it on your single PC take a look at wondershaper. If this is Windows there are some tools on Windows but I will have to defer to a Windows user for that information.
