The easiest way is to set your inactive servers to zero connections.
Pan didn't used to work with that (it would still schedule jobs, which
would never execute), but the code was changed to allow disabling servers
that way, and FWIW, I have one "server" set to 0 connections (and
localhost, 127.0.0.1) permanently here, as I have pan archiving some
groups from my old ISP server that they turned off some years ago, now.
