[Pan-users] No restart

(I think I have asked this before but forgot the answer. When I get
the answer again, I promise to note it down)

I work with Kubuntu 18.04 and have the following problem:

I click on the pan icon, and leave it with CTRL-q.
Then clicking on the icon again, does nothing.

I was once told that pan is still active; how do I bring it forth
again?
