I had the same problem. All was needed was to select all the "downloadable from the internet" boxes on the first tab of the "software sources" thingo in the administration menu

The following repository
deb etch main
must be added in your list of sources (/etc/apt/sources.list or through the
synaptic package manager)

Do an update (apt-get update or reload in synaptic) and install paparazzi-dev
and paparazzi-arm7 (apt-get install paparazzi-dev or through synaptic).

Please give more details if you expect some help (I'm running an Ubuntu 7.10 and
have just reinstalled paparazzi-dev. It works)
