The EasyCap DC60+ unit is certainly plug and play for Unbuntu 10.04 upwards. I believe it requires the installtion of the included drivers for other OS's.
Spook is not a requirement to display video in the GCS.
I believe Martin et al employed it to deliver video from a remote paparazzi GCS across the a conference.
I used it a while back but, I believe it won't compile/build with current Unbuntu releases.- also Vodafone data card charges were prohibitive in New Zealand. 
Someone correct me if I am wrong.

Are these devices mostly plug-and-play, or is there some configuration required?
Accodring to the wiki, I should use Spook to receive and compress the video data. Any updates or changes to this procedure?

Pinnacle DVC-100 here, you can still get them and their bretherin on
Hauppage usually work well also.
