Probably the same as DIY making them. Chris Anderson was approached about this. 
Why not? Well imagine if they did make thousands of Paparazzi autopilots for sale and if the World bought thousands of them? What would become of their own designs? 
I maybe biased…but that is the impression I get. 
Also I wouldn't expect if they did the pricing to be lower for long. It would go down to get rid of the competition then right back up. Just look at the IR sensors, GPS, IMU etc. That's the behavior of for profit. Become huge, pay 3-5x lower costs but price just enough to be attractive. It's good business so I'm not complaining but merely educating that SparkFun or DIY making and selling Paparazzi designs would not mean cheap Paparazzi designs for everyone. On this I'm glad to be wrong as I'd like cheap ones myself.
