FYI: the GCS doesn't use wget to download the map tiles (done directly via OCaml for quite a while now), so changing the .wgetrc will have no effect on downloading of tiles.
If you are behind a proxy, set the http_proxy environment variable.

The error you are seeing is related to a bug in macports.
