[pdf-devel] First draft of Time module commited

Hi all,

Just commited first draft of the Time module. The API should not change 
(hopefully) so you can start using all the functions available in 
`pdf-time.h'.

The module is *completely untested*. It just compiles correctly, and I 
didn't check almost any single line of code. In other words, just use 
the API of this first draft, don't try to get a correct result from the 
functions yet.
