it used to be like this and ended up being a problem, though I can't remember 
the
exact details.  I think it something to do with upgrades and restores no being 
able
to keep the same ID and so everyones app permmisions were wiped out.  I think 
the
assigned number is also something that will be used for GUIDs some day.
