Are you an official translator? if not you may check 
http://docs.phpgroupware.org/trans.php and mail the docteam list about 
getting added if you need to be.

as far as ading things see Howto Submit Patches 
at(http://docs.phpgroupware.org/patches.php)

Follow waht it says about making the diff, but send it to the patchmanager 
at savannah instead of the email list.
Though I would recomend getting on the IRC chanell or mailing the devlist if 
it doesn't get posted quickly.
