Hey Alex, two items for ya:

1) here's a link to the plugin for the SM tnef decoder:

Just like phpgw, you need SM installed in order to see this in
action (in case you're unfamiliar w/ SM).

2) Something I found today, which my suit you better is a
standalone tnef unpacker.  Here's an excerpt from the MAN:

"Unfortunately, RTF-rendered  attachments are inaccessible
to any e-mail client that does not understand TNEF.   For-
tunately,  the  tnef  filter can be used by any MIME-aware
client to decode these attachments."
