Yes.  phpGroupWare is today a GNU package and a DotGNU development
project.

You don't lose anything by assigning copyright to the FSF.  However,
according to the FSF lawyers, it makes it _much_ easier to enforce the
GPL copyleft (against a company which takes the code and includes it
into some proprietary product) if copyright is held by the FSF.

If there are practical problems with the copyright assignment process
(like it being unclear, or too complicated, or whatever) I'll be happy
to work with phpGW on getting that kind of problems solved.
