Seems like the savannah files section is broken/disabled.  We do still use 
sf.net
for a file mirror because they have lots of mirrors and gnu has very few.  We 
have
other benifits from savannah that sf can't provide us which was the main reason 
for
the move, not becuase of anything sf.net is doing particularly wrong.
