Hi all,

I have done some work on the patch manager.

Now the app maintainer will be notified if a patch is submitted for
their app, in addition to the list.  For areas of the project which have
a mailing lists (docs, i18n) the notification will go to that list, in
addition to the tracker list.

Hopefully this will encourage people to update their items.  The same
will be done with bugs when i get some time.
