[phpGroupWare-developers] coding standards

Hi all,

I have updated the coding standards in trunk to reflect the current
conventions/practices/requirements of the project.  The file is kept in
phpgwapi/doc/coding_standard.txt

I suggest everyone have a read over it make sure I have got it right,
and that they are working to it.
