I have the same problem on mandrake 9.0

I install it on Apache 2.0.43 + php 4.2.3 + mysql 
3.23.53,running under Redhat Linux.
When using setup, message appearjust like this:

Template Error: filename: 
file ../setup/templates/default/head.tpl does not 
exist.
Halted.
Fatal error: Call to a member function on a non-object 
in /usr/local/apache2/htdocs/phpgroupware/phpgwapi/inc/
class.Template.inc.php on line 440


And i set "register_globals = On" in php.ini .
