As this is a bug in php4.2.3, that has now been fixed in their cvs please apply
the patch. We decided that it would involve a lot of work to fix, what is
essentially a bug in one version of another program, and could not justify
allocating so many resources to something that can be fixed with a vendor
supplied patch.

I'm getting the same error as None and dsavage on a fresh install of PHPGW
0.9.14 (also happened with the previous stable release). I downloaded the TGZ
file, unpacked it into /usr/local/apache2/htdocs/, created a vhost so that
http://group.mydomain uses /usr/local/apache2/htdocs/phpgroupware as its
document root, did the initial MySQL setup as detailed in the install
documentation.
When I go to http://group.mydomain, I get:

I searched around the mailing lists and found that I'm not the only one with
this error. Someone on the lists suggested that I make sure everything is
world-readable. I was pretty sure that was already the case, but I used find to
give all regular files a+r permissions and all directories a+rx. I still get
the exact same error.
I should note that I had a similar problem with Squirrelmail being unable to
read files that began with "../", and I was able to work around this by
changing Squirrelmail's configuration to use fully qualified paths instead of
relatives. Unfortunately, I don't know that there is a central file in PHPGW
that would allow me to easily do the same?
My operating environment:
Solaris 8 on a UltraSparc Ultra 1 Creator
128MB RAM
Apache 2.0.43 with --enable-module=so
PHP 4.2.3 '--with-apxs2=/usr/local/apache2/bin/apxs' '--enable-calendar'
'--enable-safe-mode' '--enable-versioning' '--enable-track-vars'
'--enable-inline-optimization' '--with-mysql=/usr/local/mysql'
MySQL 3.23.53 binary from sunfreeware.com

When trying to initially setup phpGroupware.
My system configuration:
SunOS 5.8 Sun4u sparc SunBlade-100
1024M real 706M free 125M swap in use 1666M swap free
MySQL v 3.23.52
(./configure --prefix=/usr/local/mysql)
PHP v 4.2.3
(./configure --withapxs2=/usr/local/apache/bin/apxs
--with-mysql=/usr/local/mysql)
edited /usr/local/lib/php.ini file to have the max_execution_time=60;
Apache v 2.0.43
(./configure --prefix=/usr/local/apache --enable-module=so)
edited the httpd.conf file to have DocumentRoot=/export/home/xxx/www
Installed the phpGroupware in the /export/home/xxx/www filesystem.
When I check for the file it seems to be where it is pointing to, and the
permissions are wide open now, (777.) But I still get this error.
On a side-note, I also have PHPBB installed in the /export/home/xxx/www/
filesystem and it is up and working fine. (Hopefully this doesn't conflict with
phpGroupware.)
Hope this brings us closer to a resolution.

on the configuration of the header file.
i point my browser to http://localhost/phpgroupware/setup/
i set the password for the header.inc.php and the db.
I click on write config.
and the error show.
the only change were the change on the header.inc.php DB password.

Can you please provide some more information about this problem. Such as:
What stage of the setup process this problem occurred.
Was there any output, before/after the error was displayed?
