Summary:  Unable to Import anything, even with register_globals=on

Original Submission:  I'm running phpgroupware 0.9.14.001 on an OS X Server 
10.1.4 with PHP 4.1.2 and register_globals_=on.

When I attempt to import Multiple VCards or LDIF, I get no error message, just 
"Successfully imported 0 records into your addressbook." When I attempt to 
import CSV's I either get records full of gibberish, or "Fatal error: Maximum 
execution time of 30 seconds exceeded in /phpgwapi/inc/class.Template.inc.php 
on line 185".

When I attempt to import individual VCards, I get a failure with errors:
