I have never run php on window, but try the file search tool, serach for 
"php.ini" on my computer.  This is not really a phpgw bug, so I am closing it.

You have to be authorized on your server to be able to access this.If you 
cannot get to php.ini make a .htaccess with the following
#php.ini configuration
          <IfModule mod_php4.c>
           php_flag register_globals on
                   
          </IfModule>

Does not always work..depends on server and host.
